From snowland poverty relief
to setting sail in the Bay Area
Our association was formerly the “Tibetan Region Aishi Poverty Relief Centre”, founded in 2011. For decades we have upheld the mission “to serve the people and contribute to society”, devoting ourselves to poverty relief in Tibetan areas. Following the nation's complete victory in the battle against poverty, we were renamed “Art Sailing Culture Association” in 2023, infusing the organisation with fresh young blood.
Injecting new life into Hong Kong's youth
In 2023, after discussion by the board of directors, the association was renamed “Art Sailing Culture Association”, committed to becoming a bridge for the growth and exchange of Hong Kong's youth. We pay special attention to young people's creative practice and social participation; through showcase platforms and internship programmes we unlock their potential and advance cultural and creative exchange. At the same time we actively serve underprivileged and special-needs youth, guiding them to express themselves in diverse ways and build confidence. Since our founding we have organised over 110 Hong Kong–Mainland exchange activities, with more than 1,200 youth participants, across over 10 Mainland cities.
We believe every young person deserves to be seen — let young voices resonate through exchange, and let different lives shine as they journey together.
What changes is the scene of our service; what remains is our original aspiration — “to serve the people and contribute to society”. From the snowland to the Bay Area, we aspire to be a bridge that helps Hong Kong's youth see a wider world, and lets the world hear the voice of Hong Kong's youth.

Organisational Profile
ASCA is a Hong Kong non-profit organisation, recognised by the Inland Revenue Department as a tax-exempt charitable institution (IRO88), and was established and operates under the guidance of Ling Xin She. Founded on transparency and accountability, income and expenditure statements for funded activities are detailed on the “Public Records” page.

Founded
Formerly the “Tibetan Region Aishi Poverty Relief Centre”, we began poverty relief work on the snowland, upholding the mission “to serve the people and contribute to society”. From 2011 to 2020 we deepened grassroots poverty alleviation and community service.
- 2020
A Turning Point in Service
The nation achieved a comprehensive victory in the battle against poverty and entered a moderately prosperous society, marking a pivotal shift in our service focus.
- 2023
Rebrand
By resolution of the board of directors we were renamed “Art Sailing Culture Association”, infusing fresh young blood as we turned from the snowland towards the Bay Area.
- 2026
Setting Sail with Arts (Now)
We have built three platforms — cultural exchange, employment internships and innovation & entrepreneurship — connecting youth networks across Hong Kong, the Mainland and the world. The voyage continues.
